after putting in this powdered substance, you add the kerosene and ignite it at the surface. This is supposed to slowly reduce the entire stump to ash in a few days.
Yes. The sell it at Ace Hardware and probably many other similar stores. However, you add water to it, not kerosene, at first. Then you let it sit a few weeks. After that you can pour in kerosene and light it for the effect you are describing.
